To guess, to infer with little evidence, to speculate
The news commentators conjectured on who would win the election.
The attorney argued that the scenario painted by the defense, which put his client near the crime scene, lacked any evidence and was mere conjecture.
Conjecture can also be used as a noun.
I based my estimation on more than conjecture; I have data to back it up.
